Child Protective Services, CPS, has devastated and destroyed hundreds of thousands of families in America during the last thirty years leaving a trail of broken hearts, broken dreams, and shattered childhoods.
Rather than helping families, government agents have used unconstitutional laws in Juvenile Court to rip children away from their loving parents, break asunder God-given, natural, parent-child bonds, and adopt the children of the grieving out to others who profit financially with large monthly adoption subsidy payments.
Child Protective Services must be stopped! The law that started this, CAPTA, must be repealed. We must work tirelessly to inform the public of this very dangerous travesty of justice. We must keep faith knowing that if there is a God, there is an answer and a way to end this heartache.
Child Protective Services Agents - please come to your senses! Family destruction on false or trivial grounds is wrong, reprehensible, and inhumane.
Fosterers - be aware that for the money you get you are holding much-loved children away from their grieving families while the parents are forced to perform a service plan that is anything but a service to them. I call this hostage holding for the government. This is not kindness - to help misguided government agents destroy family relationships and break loving bonds.
CPS workers and fosterers - I ask that you now let the children of the innocent return to their homes where they are truly valued, adored, and loved by the parents God gave them.
Family rights are God-given rights. And they should not be ignored or postponed. Every moment these loving parents and children spend separated from one another is a torment beyond what anyone should ever have to bear.
It is unworthy of human dignity to allow this terrorism and torture of families to go on without saying something, speaking out, and trying to make a change.

We are looking for people to demonstrate with us in front of the US Supreme Court and the White House. We need at least 100 people to commit to this for a few days, preferably a whole week.
Estimate timeline is either June or July with daily demonstrations for about a week.
If you are interested, please help find others: at your courthouse, local support groups, or of the internet. You can even call up dependency attorneys and ask them to pass the message to their clients.

President and Michelle Obama have the power and the willingness to make the changes we have been fighting for.
But he needs our help to set the wheels in motion. He has personally requested that we all send direct to him our experiences with CPS. The recount of your stories may be sent to either President Barack Obama or to the First Lady Michelle Obama at the White House Washington DC 20500. In large block letters write “personal and confidential” Include any documents of proof .

I’m grateful that I’ve spent twenty years as an activist exposing America’s sick child welfare system to the light of day.
I’m grateful for the emails and comments I received telling me how much this site has helped. Those testimonials mean a lot to me and always will.
Twenty years ago this month, my fourth child was born in Central California. Before I could leave the hospital a social worker visited my room to talk to me about my history of being battered by my child’s father. Later I learned that while I was there I nearly died, and during that time my child’s father threatened the doctor, so he decided to report us to CPS. I had to leave my baby in the hospital because she was premature, and on the day she was released a social worker picked her up and left a slip of paper on my front porch.
Only a few days later I learned what it was like to go into Juvenile Court to be given a social worker’s report filled with lies. That was the day I realized that our justice system was broken, that social workers could lie and nobody cared - and that they could get away with perjury. That was the day I started learning that our Constitution doesn’t apply in Juvenile Court and that I couldn’t have a jury trial. That was the day I started realizing how ineffective public defenders are for child welfare victims.
Okay - it has been twenty years. I am one of the very lucky ones who fought back, found an activist to help me, and who succeeded in getting my child home again (after eight months of separation.) Lucky me. But I was traumatized to an extreme - not only by my shock at the injustice of the child welfare system, but also by my family’s non-support, my need to cope with being a battered woman, and the end of my relationship with the man who battered me.
Trauma takes a long time to wear off, and twenty years later — honestly, I’m still dealing with it!
When this happened to me I was working as a welfare worker in the same Department of Social Services that contained the CPS agency that attacked and lied about me. I was sickened to learn that my employer allowed these vile social workers in the CPS unit to perjure themselves, violate regulations, and be rude to young, traumatized, suffering parents. My thought was that if they were doing this to me (another DSS employee) WHAT WERE THEY DOING TO ALL THE YOUNG PARENTS WITH LESS EDUCATION AND MONEY THAN ME? I was appalled. Shocked. Disgusted. I wanted to do something to help other parents going through this wretched system of injustice, and from the time my case closed in 1990 until now, I’ve been doing what I could when I could.
My main goal at first was to expose, expose, expose. I wanted the public to know what was going on in the social services department. I was fortunately led to a local weekly paper with a similar goal - to expose local government corruption. I wrote some articles. I contacted some child welfare victims and helped a few of them to file for State Administrative Hearings. I burnt out - and needed to turn my attention to raising my two youngest children - both preschoolers at that time.
Next I started a computer bulletin board service (BBS) via the FidoNet network. Anyone here know about FidoNet? I did that for five years and during that time contacted a few child welfare victims including the woman who wrote Don’ts and Do’s When Falsely Accused… she lived nearby and we got together quite a few times. When her case closed she moved out of state.
The internet got my attention next. I was handicapped by my finances - I was unable to afford a worthy computer for quite a few years. I learned to do some webdesign, and in 2000 started the Child Protection Reform Yahoo Group (which I’ve since given away) and next I created Fight CPS And Win - now simply called FightCPS. I’ve been developing this site since October 2000 - almost nine years.
Here’s the bad news (or maybe it is good news) . . . I’m ready to do something else with my life. I feel my most important goal here has been fulfilled. That goal was to expose the system to the American public. I feel that has been done, and that we’ve reached CRITICAL MASS in that now many people are speaking out about the injustice including wonderful state legislators in Georgia and Washington. Also the news media, especially television news, is speaking out to expose the system. That didn’t happen back when I started my activism, twenty years ago. Back then even child murders in the foster system were not carried in the news media, so I’m excited when I see television news commentators exposing CPS injustice. There are also multiple developing websites to cover this issue on the internet now, many more than when I started, and I see the seeds of greatness in some of them. Very exciting stuff! So I know that when I leave, there will be others to take my place and fill in the gaps. My mission here is complete.
I will always feel as I do about the crazy, unjust, and cruel child welfare system. I have not changed but I have other things to do now. I have no more children under age eighteen. I need to focus on other things in my life now.
I don’t know what will become of FightCPS.Com — and am considering all the options at this point. I won’t leave this month or next, but I’m sure by the end of 2009 I’ll no longer be doing this. Therefore I’m ready to hear from other activists or advocates who feel able to own and maintain this website. This will require someone to move the entire site to another server, so I’m looking for someone with confidence and competency in the web skills arena. It also requires someone with outstanding writing skills.
This site has thousands of links pointing to it. It ranks well in the search engines. For that reason, I don’t want to just dump it. I worked hard to make it rank well so that people in need of help could easily find us. I think it is a valuable site for that reason, and that it would be a shame to just close it down. I really want someone else to take it over, love it, develop it, and leave it on the web as a beacon of hope to whoever goes to Google and types in “child protective services”. It is the only anti-CPS site that shows up in the first page of search results.
Anyhow, if you’re someone who could take on this project and make it work, please contact me. I’m interested in hearing from you. My webmaster email link is at the bottom of this page. Please note that if I don’t know who you are, that’s a problem. I don’t want some government-paid disinformation agent to take over this site and subvert its purpose. Getting the right person for site ownership is more important than any other consideration at this point.

I’m going to give you a suggestion and hope with all my heart that you will act on this. Please print out this article and send it to your county’s District Attorney with a suggestion that he investigates your local CPS agency.
Prosecutor alleges ‘pattern of misconduct’ at DSHS
I could not be more excited! This article shows how the Stevens County prosecutor, Tim Rasmussen, spent months investigating CPS in North-East Washington state. He uncovered multiple incidents of severe corruption including:
1. Social workers giving a morphine drip to a baby that was not originally drug addicted.
2. Social workers subjecting children to sexual forensic exams when there were no allegations of molestation or abuse of any kind.
3. Social workers removing multiple children from their homes on very trivial and questionable charges.
Thank you, thank you, thank you Tim Rasmussen! Thank you for taking the time to investigate the complaints of traumatized parents. Thank you from the bottom of my heart and soul.

Washington grandparents Doug and AnneMarie Stuth have every right and reason to be caretakers of their three-year-old granddaughter, yet caseworkers at Child Protective Services are making up unreasonable justifications to keep the cute little blonde girl in foster care. They say the Stuth’s aren’t making an effort to support the child’s reunification with her teen mother, the Stuth’s daughter. Yet a KING5 news video report proves they have done everything in their power to help the mother have access to her child.
The Stuths made their case high-profile through going to their state legislators including Senator Pamela Roach, and to the news media. They are fighting the case in court. They are a good example for the many thousands of other grandparents who want custody of their grandchildren who have been placed in foster homes. The denial of kinship care rights to grandparents is one of the worst aspects of current child protective services corruption. CPS agencies want to adopt children out to strangers so they can qualify for federal subsidy bonuses.

1. Rely on God for inspiration. Write down things to check as God speaks. I continually tell God, “Thank you, I’ll check into that.”
3. Every state has a DSHS website. Have people search this, for knowledge is power. Records Request forms are there. Use them.
4. DSHS has both an Internet website and an Intranet website.
Google: DSHS Internet website; Then Google: DSHS Intranet website
5. Get CPS to provide a copy of their Policy and Operations Manual. They can print this out for the parent and it is free. I’m waiting on mine.
6. I bought a book called “Washington Court Rules” for the state. There are Washington Court Rules for the Federal side of the dependency case. Now this book will have a different title for each state of course. Find the dependency section and challenge CPS on this and your Pro bono attorney who works against you. It’s amazing how some attorneys dummy up when it comes to people like me and I surprise them with what I know. I am a paralegal student who wants to fight them long after the case is over.
7. DSHS falls under Administrative Law and everyone from Children’s Administration “CPS” from lowly case worker, supervisor, area administrator, regional manager, to assistant secretary at the DSHS Headquarters is liable for the shared decision making process they claim to use. So one mistake of one worker affects all, do you see?
8. Think outside the box to solve issues. Be unconventional. They won’t expect it and will be caught off guard.
9. Communicate in paper to all persons connected to the case and insist the people write back. I use emails and fax machines. Save this. It is ammunition later on and is considered a legal document.
10. Go to a law library located in County Superior Courts, or at a university that teaches law. Find the state’s rules book and look up juvenile court rules. Civil court rules and federal court rules as well. Also the website for the state legislature.
11. Go over the records repeatedly because God will tell you as he told me, “See this paper, the CPS didn’t do a recommendation properly.”
12. Whatever is discovered, put it in writing either as a letter or as a declaration. This way all parties of the court including the judge will be held accountable and the case may proceed to appeals court and this information could help the group of appeals judges with their decision.

Now she’s under attack by an angry foster parent. This foster adoptive woman (I can’t honestly call her a foster “parent”) exposed herself and her name by filing an ethics complaint against the senator.

Announcement From Washington Extended Families:
A national class action lawsuit will commence after September 10th should the adoption incentive be renewed (S 3038). All damaged persons can participate to include extended family, parents and former foster/adopt children. You do not have to be a party to any case to participate. There will be a request for damages. Interested parties should have a vested interest in the children removed and be able to prove a substantial relationship.
Also of extreme interest, is obtaining names/phone/location of CPS workers who are falsifying or have falsified documents in court and who have lied in a court setting. They can sue for government entrapment. The goal is to have case workers sue in all 50 states.
Send the case worker a note that states the following:
Dear ,
It has been brought to my attention that you may have falsified documents with dependency actions. If you have not acted dishonestly in the past and are now pressured by the state to remove and adopt out children in an unethical manner, you are entitled to damages.
It is of paramount concern to our nation that these actions be stopped. If you are interested at any time of participating in a class action lawsuit in your state, please write to washingtonstateextendedfamilies@live.com.

Notice of legal intent with regards to S 3038
The People herewith declare that the renewal of the Adoption Incentives S 3038 called The Improved Adoption Incentives and Guardianship Support Act does violate the law under the Sherman Anti-trust Act. In addition, funds distributed to the states entrap state workers causing illegal acts not normally performed by said individuals prior to hire.
The People through discovery have found:
1. The imbalance of funding is creating corruption
2. Pathology has filtered through all manner of government and related agencies
3. Judicial decisions violate the public trust
4. Laws are created and passed that give parens patriae unlimited power not provided by the Constitution
5. The paradigm shift that accompanied a monopoly/monopsony strategy of funding extracted from dwindling Social Security is devastating families across America
6. Children’s lives are at stake and are being killed 6-1 over parents per 100, 000
7. That the states are not following guidelines placing with relatives but are screening them out using different criteria with foster families
8. That pockets of tyranny are going unchecked without recourse
9. Congress is not responsive to The People
10. That The People also have compelling interest as an implied term
The People are declaring a public health crisis as a result of these findings and also:
In addition, The People find the Parens Patriae to be more than a doctrine but a specialized position created by the government for the government that violates Article 1 Sec 9, 10: No title of nobility or honour shall be granted by the United States. The title extends to the courts, Children’s Administration and public education violating Amendment 14 depriving persons of life, liberty and property without due process. The position applies as a collective.
The People are ordering a cease and desist of the renewal of S 3038. Should action continue to commence, a nationwide class action lawsuit opposing Parens Patriae and the theft of Social Security to provide the continuing tyranny will be executed.

This week I received email with links to a series of news articles written by Barbara Hollingsworth about CPS injustice. She’s looking for cases in and around Washington DC, to profile them in future news articles.

Is it child protection or legal kidnapping? - how CPS works, and how innocent parents can be accused of wrongdoing.
Bureaucrats running down the clock against parents - this is about ASFA, the Orwellian law passed in 1996 that allows CPS to terminate parental rights after keeping a child in foster care for only 15 months. This has encouraged the CPS tactic of delaying reunifications until the time limit is reached so they can adopt out children even if the parents are adequate and have done everything required. This law also gives states bonus money for each child adopted out.
ASFA = “The Adoptions and Safe Families Act” - ostensibly written to keep children from having to live in long term foster care, by encouraging adoptions. In practice it has encouraged states to rip apart young families to get the babies because they are most easily adopted out. Older “hard to adopt” children are featured on meat-market type websites where people can look through to see if they want any featured children. The states get thousands of dollars for each adoption, from the federal treasury. “Child collectors”… aka Adopters… get thousands of dollars in adoption subsidy payments. Social workers get jobs since they are the front-line in taking children from their families. It is a win-win situation for everyone except parents and children who are used, abused, and traumatized for life by this pathetic rush for money by greedy systemites.

If your CPS social workers are lying, violating court orders, or just being unreasonable, you might get some relief from their tyranny by contacting your state legislator. I’ve done this many times when dealing with unscrupulous agencies, and each time had a pleasant resolution to my situation.
Let’s go back to how I discovered how effective this could be. Back in the 80’s I was a welfare eligibility worker for the Department of Social Services. Occasionally unhappy clients would contact their legislators, and whenever that happened we’d see the supervisor scrambling to get the case file to take it into the program manager’s office. We knew that these people hated to have anyone call their legislators because then the head of the entire Department of Social Services would get a call from Sacramento where our State Department of Social Services is. In other words, a lot of pressure was applied from the top management because they didn’t like getting these calls! What was even more frustrating to the supervisor was that every time there was a call to a legislator, the client got what she wanted.
A few years back a local Department of Social Services caseworker was harassing me after learning about this site. He came out here four or five times with totally facetious or trivial complaints, such as the accusation that I was homeschooling - something that is legal in all fifty states. After the last time, I decided to take action before he got the bright idea of detaining my children on the basis of the number of complaints he’d either manufactured or followed up on. What I did was to write a letter to this caseworker detailing each of his visits to my family, telling what his reasons were each time and what my response was. I sent him a copy of the letter, and sent a copy to his Program Manager, my county supervisor, a few legislators, and a few newspapers. Maybe a few other people, but I honestly don’t remember who at this point. There was a list of these people at the bottom of the letter, so he knew who was getting it. The state legislator wrote to me telling me he had contacted the head of the Department of Social Services for California. Talk about applying pressure from the top! Then the pressure no doubt reached the local office and I didn’t hear from the guy again for years.
I’ve done similar things regarding other agencies. My experiences with writing to state legislators for help have all been good, and so I’m telling you about it in case anyone wants to try it. If you do, here’s some pointers.
1) Write the legislator a formal letter. Handwriting is OK - it looks authentic. Second best is a typed letter. Worst, and probably useless, is email. I’ve heard that legislators in Washington DC have to delete a lot of email unread because they have no way of processing it. I don’t know if a state legislator would do that, but I wouldn’t trust email. In this case, paper is better.
2) Be sure you use proper spelling and grammar. I know that’s a problem for many people who use this site, but if you know you have a problem then you can ask the local high school English teacher or some other expert for help making the letter look good.
3) Tell the legislator in the first line that you are his constituent. And by the way, you should be sure you’re writing only to legislators that preside over your section of the state. As a constituent you are a person who can vote or not vote for him next time he runs for office.
4) Keep it short! One page is sufficient. Three paragraphs, better. When I wrote the letter I mentioned above, I sent the entire three page letter I’d sent to the social worker, but the cover letter to the legislator was only three very short paragraphs. The letter will probably be read by a staff member who doesn’t have a lot of time to wade through many pages of case information. They want to know your specific complaint and needs, and will be able to process it and act on it quickly. It wouldn’t hurt to attach any evidence you may have on hand.
You will probably get a letter back from the legislator’s office telling you whether or not they took action on your complaint. They are there to watch out for their constituents, so in most cases they’ll try to do something to help. They need to know when the laws they make aren’t being followed properly. They can’t change a court order, but if a CPS social worker is violating a court order or in any way breaking social service regulations, they can probably do something to create change. After getting your letter, you might want to write back and thank them for helping.
