My sister's currently fighting to get her children back from the Sacramento County CPS, who took them in September of 2008 with no proof of child abuse. They've also made it look like she didn't comply with the court orders. She's had 4 different public defenders so far, but thankfully my parents hired Attorney Robert Powell for her after her attorney was changed the 4th time. My sister says it seems like every time her court appointed lawyer started helping her to win, she would lose him and have someone who didn't know the case become her new attorney.
