Child Protective Services must be stopped! The law that started this, CAPTA, must be repealed. We must work tirelessly to inform the public of this very dangerous travesty of justice. We must keep faith knowing that if there is a God, there is an answer and a way to end this heartache.
Child Protective Services Agents - please come to your senses! Family destruction on false or trivial grounds is wrong, reprehensible, and inhumane.
Fosterers - be aware that for the money you get you are holding much-loved children away from their grieving families while the parents are forced to perform a service plan that is anything but a service to them. I call this hostage holding for the government. This is not kindness - to help misguided government agents destroy family relationships and break loving bonds.
CPS workers and fosterers - I ask that you now let the children of the innocent return to their homes where they are truly valued, adored, and loved by the parents God gave them.
Family rights are God-given rights. And they should not be ignored or postponed. Every moment these loving parents and children spend separated from one another is a torment beyond what anyone should ever have to bear.
It is unworthy of human dignity to allow this terrorism and torture of families to go on without saying something, speaking out, and trying to make a change.

An opinion editorial by Neal Feldman, long-time family rights activist, has been published in the Salem News. His letter concerns a recent case in which the final decision is to give the child to a grandparent in Mexico. The Oregon foster parents are fighting that decision in court.

And let us not forget that there are many starving attorneys who feel CPS litigation is their ticket to an endless pot of gold.
Neal Feldman was part of the early protest movement against CPS when Newsgroups went online.
I understand his persistence v DHS may have resulted in a favorable outcome for him and his girls.

Many caseworkers are filing and winning suits v. CPS in KY and their brazen conduct of stealing poor kids on order from families.

I have read TITLE 42 > CHAPTER 67 > SUBCHAPTER VI >§ 5119. Reporting child abuse crime information
“a) In general
(1) A State may have in effect procedures (established by State statute or regulation) that require qualified entities designated by the State to contact an authorized agency of the State to request a nationwide background check for the purpose of determining whether a provider has been convicted of a crime that bears upon the provider’s fitness to have responsibility for the safety and well-being of children, the elderly, or individuals with disabilities.”
The key words are “convicted of a crime”. The databases of child abusers that states are keeping have people listed who have not been convicted of a crime. And in Kentucky, there are many on the central registry that do not even know that their name is listed.
Is the law above still the current law which enacted child abuse registries in the states? Does anybody know?
In Kentucky a social worker and their supervisor can sign off and have your name put on the child abuser database.

In Oregon, relatives have “legal standing” for placement, but not for adoption.

In states where relatives have legal standing for adoption, federal funding may be a factor.
News releases on this case state that Oregon has previously placed a number of children for adoption in foreign countries, but it did not state whether all of these were relative placements. This raises a question about how much adoption agencies get paid for an American child placed in a foreign country.
Are American teenage girls and boys placed in foreign countries with non-relatives, after having their portraits posted on the internet by the states? If so, do these countries have adequate mechanisms for investigating prospective adoptive parents? Are foster care subsidies paid to foreign adoptive parents in Europe, Africa, the Middle East, or China? If so, how much are the subsidies worth in their currency?
How can foreign countries be considered safe environments while children in the U. S. are removed for such things as living in a motel or not having enough bedrooms? Who does the home studies for these adoptions – the U. S. or the foreign country?
The article seems to imply that foster parents have a lot of power. I think that would be hard to prove, since caseworkers do such a good job of falsification of records, and foster parents are not actually heard in court very much as far as I can tell.
The article states that the boy has dual citizenship by birth. This is a good point to consider. From what I can remember, this has not always been the case. I think in the recent past Mexico did not view dual citizenship in the same way as the U. S. The issue was pretty complicated if I remember correctly. It addressed citizenship for Mexicans married to U. S. citizens, spouses of Mexican citizens, children of Mexican citizens, citizenship status after leaving Mexico, citizenship status after returning to Mexico, etc. And it is different for each country – viewing it from both sides.
Does dual citizenship still hold after adoption? I learned recently that a child’s date of birth, place of birth, and social security # are changed at adoption. Can they change the “place of birth” to another country?
What if the boy is maltreated after being adopted? Will anything be done? Will we even know? Will the money keep flowing?

Neal is absolutely right on every point.
Our collective outrage to what DHS is doing to our families needs more exposure….why on earth does the state continue to use our tax money to take away our kids and grandkids as they continue to ask for “more resources” (money!) with one hand, while they use the other hand to keep bringing in more of our kids to the system that perpetuates the vicious cycle of child stealing?! Imagine that, kids equal cash in the eyes of the state. We all know that the state gets federal monies for each adoption, and unlimited $ for cases that are strung out for years while our kids and grandkids are bonding with the foster parents—all the while the state workers, “specialists,” court staff, and lawyers keep collecting paychecks at our expense!!
We need to get people like Neal, Alan Schwartz, Mary Callahan, and others to address the problems in a conference setting.

my 3 children are currently in fostercare due to false allegations made by convicted batterer ex. my oldest is austic and dad worked with cps to get him put in a home my 2cd is with dad the convicted criminal, and 3rd child from my current husband is in fostercare. Indiana cps takes a child away immediately and prolongs the reunifaction as long as possible so the kid stays in fostercare for the 15months required to get parental rights terminated. its seems to be a game for them.

Here is some information I wanted to pass on. There is an elected official that is calling for major reform of CPS. It’s about time. I’m not sure how I feel about the Oregon case. I’m facing complete false allegations. The current case worker didn’t even know what the allegations were. I had to make her read the police report. She’s been on the case for 10 months.
As for the Oregon case, if it is true that Grandma plans to let her son, the baby’s father, live with her while she has custody of her grandson, then CPS is in direct violation of their own policies and endangering the child. I don’t have an opinion on the adoption. But the child’s father is a convicted sex offender, child abuser and CPS should not allow an American citizen to be placed where they might be endangered.
Once the child is placed in Mexico, there is no going back to fix a bad situation.
I have included a link to a Senator who cares about CPS issues. She wants to hear from parents like us, Everyone should write her.

I agree Foster parents should not be able to adopt, i was a single mother. my two daughters where wrongfully taken by DHS in 2002 in klamath falss, oregon , DHS kept them in foster care for 17 months then wronfully terminated my parental rights, after i had five attorneys and four appeals the Foster parents adopted them this June 2007. I havent seen my daughters in five years i miss my girls so much and will never give up hope on being with them again but i cant live with the hurt and pain that DHS has caused me and other families i would love to have a Rally if there is anyone who would help me, i would like to be heard we need to speak up it never to late.. dyanilove@yahoo.com

I do not beleive that foster parents should be allowed to adopt. This is a job as is babysitting. When we babysit for other people, we do not do so with the idea that we are going to find a way to steal these children from their parents. There seems to be a meat market aspect to the “industry” and I find it thoroughly disgusting. A bunch of people coveting that which is not theirs…

While I agree in the main part that foster parents should not be allowed to adopt children who have relatives available to care for the children, I disagree with the premise that foster parents should not be allowed to adopt at all.
Even foster parents can run afoul of DSHS. I know of one foster parent family that has adopted, several ’special needs’ children, and were set to adopt two others.
Unfortunately, one of the adopted children made a false allegation of abuse against the adoptive father, and the two children set to be adopted were removed and placed in another foster adopt family. DSHS did this in spite of the fact that the original foster family had a petition to adopt before the court.
These foster parents had over a decade of good work helping out children that no one else wanted to care for, and now they are being vilified by the very agency that used to hold them up as an example of good foster parents.

I cannot believe that I found this website. I am a foster parent who adopted two children. We certainly did not become foster parents to “steal” anyone’s children. We became foster parents because we love children and wanted to provide them with a stable and nurting home. We have had several children that have been able to return home and they always leave with our blessing. The two that we adopted could not be returned home and should not have been returned home due to a very physically abusive parent. They did not have any other family to take them and we ended up adopting them. How dare you say that Foster Parents should never be allowed to adopt. What would you say should have happened to these innocent kids? I understand that there may be cases that do not warrant termination of parental rights but that is not the foster parents fault. We love these two kids and thank every day that we have them….and we don’t get any money to do that.

The problem is lady, I loved, love my children too. Mother’s like me do not loose their children. But I did due to a very corrupt money market judicial system. It could very well be my children you have due to lies and you expect me to shed a tear for you. It is all I can do to remind myself to breathe every morning of everyday of my life since Mother’s Day, May 11, 2003. Foster Parent’s are only given the State side. Hmmmmm….Imagine that????

How many more speeches in front of Congress about selling off children for profit is it going to take? How many more innocent families must be destroyed. Oregon took 5, 176 children in 2007 for the THREAT OF HARM. No – not for abuse. For the threat.
Of the remaining children (over 6000 for a total greater than 12000), only 40% of them had ANY medical indication or admittance by the child (after a directed an inappropriate interview) of abuse. I am losing my grandson forever soon. My son, is about to lose 8 years of being a single father. Why? Because DHS screwed up – admitted to it – and THEN PROCEEDED TO COVER IT UP. Don’t believe – read the website. My son has not been found guilty of the allegations made.. my grandchild has been in temporary shelter with an abusive mom for 6 months – and now – they are going from having secretly terminated all of his parental rights, to forcing the mother into being allowed full custody. The absent mother – who abandoned her child 8 years ago – but is making $2k per month for taking him now.
Noone will help us. We’ve contact the AG, every rep and senator possible. We’ve sent letters to the media and press with no response. No one has gone onto the forums and offered to vote to support bringing my grandchild home because none of them have experienced this – and the list as reached several hundred people.
This system involves laundering children through the legal system, then selling them for profit. Read Senator Nancy Schaffer’s report, and the article on our website: child laundering – and see it for yourself. If there were not over half a million complaints across the country – fine – no problem. If there were not over 1 million dead children – fine, no problem. If there were not over 1 million abused, crying out, complaining and/or children in prison who went through foster after coming out of a ‘threat of harm,’ with NO abuse – then fine. Otherwise – WE need to join together. WE, the parents who have been put upon, must join in one voice. These separated efforts are not working. No one is listening. I beg you – ALL of you – let’s start this – child in the system or not – I want to start a march on a courtroom in Oregon so large (and every state of the union to follow – or DC itself), that our voices will be heard. I don’t care if we sleep on the front steps for a week – video cameras and news stations lined up. I also want a child offender registry list. The sex offender list is good for its purpose, then let’s put the cps workers who are doing this on a list too.
Please – my grandchild is hard enough, but when my son cannot take losing his child, and his soul dies – i lose him too. Two – is one two many.

my name is terry wagar I’m e-mailing you because I’m at a loss as to what i can do about a very dangerous murder conspiracy against me and others, for over 2 and a half years I’ve suffered from this conspiracy, it began { as best as i can tell,} when my wife joan wagar started having a affair with a co-worker named eric carlson, there affair started around April of 2005, i had reason to believe they was trying to kill me back then but i wasnt sure at the time, I’m very very sure now! there is a very interesting fact about eric that joan tried to hide from me and my daughters, he is almost identical in appearance to me! my wife nicknamed him doubleclick, when i learned of my wifes affair i also learned of that nickname and asked joan “why do you call him doubleclick ” she said ” oh thats what everyone calls him at work,” ever since my wife joan insisted her affair was over, it never ended, year and a half all kinds of odd things was happening i started getting very sick from time to time, i suspected she was poisoning me but was not sure at the time, i am now! in early 2006 around Feb or mar i went to the hospital asking to be tested because my wife was talking in her sleep saying she was poisoning me, i went to OHSU and signed in, they informed me that its unlikely that they will find anything but they took my vitals and i waited in the lobby, i waited 4 and a half hours and they never called me back to be checked, and no officers came to question me about my concerns. so i went home, i could tell no one there cared. this is just too long to explain so i will try to get to the point, on march 26th of 2007 at 5;55 am i put a audio recorder in joans purse because i heard my wife whispering to someone in her bedroom, { i slept on the couch, our marriage was falling apart.} i heard what sounded like a guy whispering back, so i put my recorder in her purse expecting to finally catch joan in the act and laid down pretending to still be asleep, ten minutes later my wife left for work, what i caught on there was a lot more than i expected, i caught a murder conspiracy! i didn’t know it right away because the audio i got is like 17 hours long, when i heard on it she was with eric two days later i left her and moved in with my oldest daughter shawna, i spent the next week and a half on and off trying to listen to this audio, it didn’t take long to figure out i was being framed for something by my wife and her lover, and they had help! lots of help, i learned i was under INVESTIGATION BY THE FBI and these INVESTIGATORS were good friends with joan and eric and they all met up at our apartment that morning in joans bedroom, they climbed in through joans window, i learned they were there to frame me as a pedophile, eric was posing for pictures in kayles bedroom,{ our youngest daughter,} while the INVESTIGATOR named ERICA { last name unknown to me.} was taking pictures of him while kayle slept, after words eric climbed out joans window and waited for her in her car, and a john ray climbed in and helped joan put something on our computer and then he left the way he came, joan finished getting ready for work and picked up her purse and left for work, once outside joan was talking to these INVESTIGATORS and discussing what they was going to do next, joan and eric on the ride to work was discussing what they was going to say to other employees when they get there, joan mentioned to eric {you woke her up} referring to kayle, and then they discussed breaking into shawnas apartment with ERICA, after lots of listening to that audio i learned joan eric and erica planed to rape shawna and murder her and then frame me for this! they planed to use a signed check of mine to purchase a gun in my name, remember eric looks almost like me in appearance, eric was going to use my ID and one of my checks to purchase a gun, joan was instructed to collect my sperm, eric was going to rape and murder shawna, erica was going to plant my sperm on shawnas body along with other false evidence, joan and eric met up at walmart along with vickie {joans sister} and the investigators and was waiting at the front door for someone to let them in, other employees showed up and the investigators pretended to have caught me in the act, [ referring to eric in kayles room,} and saying they got me on fotogenic, once inside the investigators proceed to put on a phony show of investigating while in the presence of walmart employees while joan and eric and vickie are trashing my name to there fellow employees turning everyone there against me, joan was even addmeting eric has been impersonating me for other crimes, after hours and hours of the investigators claiming in walmart employees presence that i was doing wrong things and joan and eric telling countless lies about me the investigators gave permission to all of them to pedifie me, joan started printing out flyers about me at walmart,{ unknown to me whether they used them or not.} i learned they had me under a illegal video survealence the hole apartment had hidden cameras and the investigators asked there supervisor to take 6;30 off of joan because john ray broke in there, when i left joan and moved in to my daughters apartment about 3 or 4 days later the FBI took over the apartment above shawna and they proceeded to spread rumors in shawnas neiborhood, and was spying on us as well with hidden cameras, they didn’t know at that time that i knew they were up there, the ceiling in shawnas apartment has no insulation so i could hear them up there talking about editing my audio and discussing ways of killing me, i knew because they are members of authorities i couldn’t get help calling 911, not to mention i was very worried for my family’s safety i was afraid to tell shawna about this at this time for her own safety so i just continued to listen to the audio trying to learn as much about this as i could but for my own safety i pretended to not understand it well, about a week and a half after i left joan on April 7th donna { joans mother who also lives at shawnas apartment complex, } asked shawna if i could go to her apartment to fix her computer she said it wouldn’t work on the Internet, i didn’t want to but shawna insisted so i went over to Donna with shawna and tried to fix her computer, donna offered me a cup of coffee and i accepted, she brought me a cup of coffee and what looked like a mayonaze lid filled with sugar, i put 2 or 3 spoonfuls in my coffee and was sipping while working on her computer, finally i told donna i cant fix it and that maybe she should get a new computer, i drank up my coffee and me and shawna left to go back to shawnas apartment which isn’t far away, by the time i got to the stairs i started not feeling well, once inside i really started feeling very sick and needed to lie down, fifteen minutes later my head felt like there was acid eating away at me from the inside, not thinking clearly i called Joanne asking if she could take me to the hospital, during the drive there joan was looking at her rear view mirror a whole hell of a lot, which gave me the suspicion we were being followed, keep in mind neither joan nor those investigators knew yet that i knew about them, once at the hospital i was so fucked up and hurting in my head that i needed a wheelchair, once i was admitted and taken back to a emergency room i waited and waited and no doctor ever came and examed me, one person came in acting like a doctor but never examed me, he only wanted to put his finger in my ass supposed for a colon test of some sort, but he never asked me what was wrong, never examed my eyes or mouth or ears, never took my vitals, never took a urine sample, i was holding my head in severe pain and all he wanted was to put his finger in my ass, once done he left, a half hour later a male nurse brought me a bottle of something to drink saying i need to drink the whole bottle and then i was going to some room to have a kind of ex ray of some sort, never once did a doctor examine me nor did a doctor come in to explain what was going on, after i drank the bottle the nurse took me to a room for this ex ray then brought me back to my room, about a hour later a doctor came and explained that the only thing they could find wrong was there was a little bleeding in my colon and he recommended i follow up with a colanoscopie, needless to say i was totally shocked at his blatant attempt to ignore the fact that NOBODY EXAMED ME!!! i knew at this time that those investigators had somehow interfered with my medical treatment and done something to prevent a doctor from examine me! i went back to shawnas apartment still in pain in my head, it felt like acid burning in there, and to this day i am still in pain in my head over this, about a week after this i stopped pretending to know nothing about this crap with joan and the investigators and looked up at the ceiling where they were and called them a bunch of criminals and murderers and that i was completely discuss ted with them, shawna was home at this time but didn’t understand why i did that, an hour later shawna left for work and after that all hell broke loose up stairs, a whole lot of people in suits was going up there and there was some yelling and they seemed very angry, a lot of activity going on for the rest of that day in that apartment above shawnas place, at around 8 or 9 that nite several people went up there talking very loudly acting like they were looking at something and said very loudly { yep thats a pedophile alright.} and then him and a few others from that apartment ran out of there yelling at the top of there lungs through out the hole neaborhood calling me a pedophile, from this point on they was pedifieing me openly in shawnas neaborhood, just flat out calling me a pedophile to others in that neaborhood, this hole time i spent most of my time on the floor in pain from donna poisoning me, i flat out knew i could get no help calling 911 since these were people in authority doing this to me, they stopped doing this when shawna was around they didn’t want her to know about it, i told shawna about this but she didn’t believe me because she never witnessed any of it and no one at work mentioned this to her, she believed donna poisoned me but she never understood any of the other stuff, the investigators were quite until shawna left for work and was loud when she left, they would say things like { were going to FUCK you over now you son of a bitch!} i remained in the apartment for about a week after donna poisoned me unable to walk much because of the pain, around this time eric showed up downstairs talking very loudly up at the investigators, { the investigators were on the third floor on the patio and eric was on the ground talking up at them, shawnas app is in between them} and eric was loudly calling me a pedophile and giving my description to others who were out there trying to piss me off, i didn’t go out to confront him because i knew they wanted to shoot me, before he left he yelled up at the investigators telling them to make sure i drink my coffee, keep in mind they weren’t hiding any of there murder attempts from me, after all eric and joan had permission from the authorities to murder me so they just don’t give a shit, i have reason to believe the authorities pressed charges against me and gave my disscription on tv because where ever i go people seem to recognize me, people in shawnas old neaborhood would point over at me and say “there’s the guy they pedified.” ever since i have been under attack behind my back and in front of my face, i learned from that audio that they pedified me in prison so if i get arrested for anything i will likely be murdered in prison, after they poisoned me at some point they broke into shawnas app and replaced my audio with a differant version hoping i would think its the original, i didn’t fall for that,there version is nothing but a death threat against me and shawna and there demonstrating how they plan to frame my hole family and give them the blame for me being poisoned and pedofied, and at the end of it there flat out frameing me as a pedophile using my voice and kayles, although they made the mistake of admitting somewhere in the middle of the audio that there using kayles voice, on there replacement audio they threatened to pedofie shawna if i say something about this, well they already did that, what it amounts to is they tried to kill me and shawna, i caught them in the act , and then they threatened to kill us if i talk about it and then they tried to kill us again, so it does me no good to heed there threats, as far as I’m concerned they murdered me already and there in the process of murdering shawna right now, there have been too many attempts to tell them all on this, let me suffice it to say the other nite joan and a couple of her friends came here to murder me and that plan failed, but there not scared about it because they have some people in authority covering there asses, i write this on November 13th 2007 and at this very moment this apartment is under a illegal video survielence by the FBI, and they allow others over the Internet to spy on us and make fun of us, chances are there going to murder me for sending this because they made it clear there going to cover there asses, but thats why i saved the best for last.

Wow, Wow, Wow. I can’t believe that all of you actually think the way you think! Morons!
I have been a foster parent for 2 years. Would I like to adopt one or two, sure if it goes that way. All of us are NOT bad people. My husband and I do this because there are alot of kids out there that need us. What about the drug exposed babies that are born everyday? All of you out there claiming of false accusations, how did the damn drug get in their system? By accident? I have seen the side effects of what birth mothers on drugs do to kids, and you know what? THEY DON’T DESERVE TO HAVE THEIR KIDS BACK!!!
Are there some bad foster parents out there, you bet and it’s sad.
But there are alot of us that do it strictly out of love for kids and for the fact that they shouldn’t have to live where there are cockroaches crawling on them, feces of animals and humans lying around on the floor, magets falling of the counters and not being feed for 3 days!
We take these kids in not knowing what kind of behavorial problems they have, learning disabilites, medical problems and God knows what else, but we do it because someone needs to love them and protect them because so many parents can’t. If that means they come up for adoption, then so be it!

Did it ever occur to you to ASK THE KIDS who they want to live with? Of course not. NO $$$ from doing that! The pieces of sh*t that stole our children made FALSE allegations of neglect against us that would never hold up in REAL court and the fact that our house is not 100% spotless all the time, but that must be cause for snatching children according to CPS & their idiot snitches. May they all ROT IN HELL!

Shelly the Foster Parent claims that she is a loving caring foster parent, yet she sounds like she does it more for self-glorification and a desperate need to prove that her shit don’t stink, than anything else. Funny, I thought most did it for the money. Perhaps her desire to adopt comes from an inability to have her own and she somehow feels incomplete or like she’s less of a woman because of it.
How nice of her to come to a site designed to help people going through CPS issues and spout such parent hating drivel. I’ll bet she tells the children the same thing. “Your real parents are bad and evil because I love you.”

I am a mother fighting for her four children. Three of them have already been included in a termination of parental rights trial. One of these children has never been home and the foster mother wants to adopt. My husband and I have been falsely accused of threat of harm (we are Christian, and low-income), neglect, and physical abuse. Several things wrong with this. They have never PROVEN any of it. My children were well taken care of when they were home. All of their basic needs were met consistently. This has not been the case since entering into foster care. Five years ago my son (3 yrs old at the time) ended up in the hospital because of a foster care provider. They did nothing to the people responsible for his care, just removed their license. They almost killed my son and got away with it. If this had been us doing this, we would have gone straight to jail. What’s even worse is that the state made a financial settlement on behalf of my son (which we knew nothing about until 3 months ago). Guess who got the money? Certainly not my son. He is only 8 now. This is a money racket for DHS. They aren’t looking out for “the best interests of the children,” they are looking out for “the best interests of DHS.” I am organizing a business plan and want everyone involved with DHS that has been falsely accused of whatever to join me. I am the current President of the Oregon Jaycees and welcome all email and calls. I am also looking for those of you between 18 and 40, to join by membership in the Jaycees and really make a difference with this plan (strength in numbers). The bigger our organization, the better the influence for change. This will be a nationwide plan, so everyone can join in the fight. I will make a specific day for us to meet with our leaders in the Congress, etc. Invite everyone you know having the same issue. Let it be known.

One more thing. We have also already won several court hearings against DHS and they still refuse to return our children. Go figure?!! The Jaycees have lots of influence when it comes to the government and the community. I will do everything in my power to force change in the “law” that protects DHS/CPS. They have gone too far in the name of the child. Let us all stand and be heard!!!!

I am a former foster parent because in order to adopt I was forced to be and that is a way of life in Oregon and as I have posted before, as long as DHS can keep the parents who have been victims of DHS wrongly targeted at the throats of the foster parents, they are playing right into the hands of DHS. Children will be removed from homes and some should be. To deny that fact reflects an attitude of unawareness that is really scary. A child found playing in their parents meth lab for example, or a todler found out in traffice while the stoned parent slept on the couch should be removed and protected. What happens after that within DHS is the real crime you have to worry about. Those of you with children in custody already know that.
I have spoken to Neil (whose blog this is I beleive) previously about this intolerable situation and know how strongly he believes in this cause. I am gald he is there.
The real enemy here is the corrupt agency, DHS/CPS, and the other corrupt departments and agencies that are making money off of your children.
You, as a parent, are forced to undergo psych evaluations at the hands of people who are under contract with DHS to provide psychological services. Yet many of those same “Mental Health Workers” have no license of any kind. They cannot legally trim your dog’s fur nor work on your nails. One such psuedo pychologist in Klamath Falls, OR, where the poster below, Chrystal Shuggars lives, has 22 contracts with DHS, some permitting payment, “Not to exceed $4,000 per day.” Compare that to the $25,000 per year our state senators earn. That man has no license of any kind yet has been the main person DHS refers parents to for evaluation and treatment. If you refuse to be treated by that DHS contracted, non-qualified psuedo psychologist, that is used against you in court. The other “psychologist” used by DHS in Klamath Falls until she was recently investigated, again, by the state, claimed over and over in court records to be a “psychologist Redident” working under a licensed psychologist in another city. The problem was that psycholigist said she did not work with him during the time she claimed she did. She was charged with practicing psychology without a license and she even stipulated to that fact and was fined, Yet, DHS kept on using her anyway and she testified in court cases and never mentioned what she was facing at the hands of Board of Psychologist Examiners at the very time she was testifying. Ah, the ethics of DHS/CPS and those who are dependent on DHS for their livlihood! Then look at the fact that during one hearing a judge made the statement that no Judge in that county had ruled against DHS or for the parents in any Termination of Parental Rights Case or permanent guardianship trial, for over ten years. It’s actually in over thirteen years. Not once. Add to that the fact that the Indigent Defenders Service or court appointed lawyers in that county haven’t won a case involving termination or permanent guardianship in those same thirteen years, yet they receive the contract every two years for over 5.2 million dollars. A recent audit, called because of complaints, found a serious shortage of money that couldn’t be explained. That shortage, rumored to be over $40,000 per month is being investigated currently. Things are so bad in Oregon with DHS using non-licensed psychs that in response to an inquiry by the former head of the Board of Psychologist Examiners, Martin Petioni, the office of the Attorney General issued a llegal opinion on just how illegal it was for DHS to use the “unlicensed psychologists” DHS was using. This was and is so bad that as a parent even if you can afford your own independent psychologist, you are denied permission to use anyone other the DHS contracted psychologists wannabes. Before you get too excited about this understand that the very powerful DHS lobby, led by a Ms. Patti O’Sulivan, I believe her name is, and with the help of State Senator Mones- Anderson and a few others actually passed into law, this year, a revision in the ORS’ which now allows DHS to use virtually any quack they choose, licensed or not, under contract with DHS and totally dependent on DHS for their livlihood to evaluate and treat you for your obvious mental condition of not liking DHS or the way they operate. Sort of reminds me of the Soviet Union. It was Nikita Khrushchev, former leader of the Soviet Union who said, “There are no disidents in the Soviet Union, there are only mentally ill people.” Are you aware that it is DHS, The Couts and the District Attoney’s Office that recomend to which consortia of attorneys the 2.6 million dollar contract per year to defend parents against DHS, goes to? That means both DHS and the District Attorney get to select the attorneys they will be facing in court for the next two years and you were wondering how any group of attorneys could lose every termination case they took? Silly you.

Clearly these lawyers who often meet with their clients only, less than five minutes before representing them in matters that will result in that parent losing their children, at least in Klamath County and elsewhere in Oregon are in my opinion at the bottom of the barrel of attorneys in Oregon and elsewhere. How else could a lawyer do little to nothing and still make over a hundred thousaand a year working a court appointed attorney who secretly does whatever DHS tells them to do?
This gives rise to the biggest question of all. How is it that anybody accused of stealing something worth $250 has an absolute right to a trial in front of a jury, BUT, if the state is attemptting to terminate your rights as a parent and if successful, that means you will never see them again, is set up where you have no right to a trial by jury? That is really nuts. Having jury trials would eliminate stupid and revealing statements by judges, such as we have documented, where a female judge in Klamath Falls has said to DHS workers on the stand, facing opposing councel, “If their questions make you uncomfortable, you don’t have to anser them.” Or judge who has had every one, three in total, of her closest neices hired right after obtaining their 4 year degree, by DHS in Klamath County and that naughty judge fails to let those appearing in front of her on DHS matters, about her neices all working for DHS. To tell those appearing front of her would give those parentgrounds for recusing or removing that judge from being able to hear their case. How about a judge that spoke to the foster mother about the case against the bio parents via letters and later met and talked to the local state senator and his wife about that same case involving termination of a father’s Perental Rights and when the father tried to bring up that forbidden communications, ex-parte communications, in motions, that same judge refused to even allow the proof to be brought into his courtroom? That really happened. Another judge, who was rumored to have had had an one night affair with a man who has a current case in front of her, at first denied that she was receiving and writing letters to that man while he was in prison and had a case pending in front of her. Later, after her letters to the man, while he was in prison, were produced in court, she admitted to it, writing letters to him, not the other part, of course, but claimed it was was no big deal and still refused to take herself off of the case.
HEre’s omething weird, if you live in Klamath County and have been to court there against DHS, have you noticed how almost every one of the DHS female employees have the exact same hair style as the Program manager there? They virtually all wear their hair in a “Bob.” It is very strange, like Children of the Corn or something!
We have found transcripts with thousands of major errors in them. The transcripts don’t match the audio tappes of the trial. All of the errors favor DHS and their attorney, the Attorney General’s Office of the state of Oregon. There are also hundreds of pages of certified transcripts that have disappeard and were never provided to the Court of Appeals by any of the parents last five attorneys, nor the Attoeny General’s Office that represents DHS, despite the appeals court having specifically asked for those reports.
I am currently making a film that deals with the number of children who are murdered while in DHS/CPS custody and guardianship. Most of the principle photography is finished and we are at the end of the editing process for the promotional film about the fulll length film that will follow. This film focuses on the murders of child that occur AFTER CPS has taken the children from their parents, supposedly investigated the placement home and the people where they are going to put the kids and run background checks on those foster care providers. Then, despite warnings of abuse from family members and neighbors, CPS does little to really investigate their placements in this country and over 1,000 children per year wind up abused, raped, tortured and ultimately murdered. That is three a day. Every day this insanity continues, three more innocent children will be killed while in DHS/CPS guardianship, in homes where DHS/CPS placed them. No parent could have a record like DHS’ or they would be in prison and sterilized. Over 1,000 children murdered while in DHS custosy each year in the USA. That is an equal number of child deaths to drowning in swiming pools each year, which is one of the highest areas of fatalities for children in this county. If you or someone you know has had a child that died while in DHS/CPS custody, I invite you to contact me as soon as possible so we can discuss if you want that story out for others in America to know about. It is a way to effect change in what has to be the most insane area of government activity that exists today. These are little 4,5 and 6 year old children. They need your help. We all need your help through your story. We are NOT looking for any donations at all, nor are we asking you to march in front of a bunch of uncaring legislators and a governor who is up to his eyeballs in all of this.
I know Chrytal Shuggars, who posted on this blog. I helped investigate her case and what she wrote is true, but there is a lot more to her story. She appears in the film, as does the former caseworker who worked on her case until she was fired for supposedly blowing the whistle on DHS in Klamath Falls. The film being made currently, contains detailed interviews with parents whose children were tortured and murdered while in foster care or after DHS put the child back with the biological parent, but still under DHS/CPS guardianship, despite clear warnings that the child was in danger and those kids wound up murdered. We have doctors, forensic experts, former caseworkers and others appearing in that film, along with court transcripts and the transcriptionist and audio recordings of those court proceedings. Some of those offer shocking proof of just how corrupt the judicial system is at least in Klamath County. This subject of this film has been being investigated for over two years and is very well documented. For support, the film has some major celebrites from the entertainment world who have thrown their generous support behind the exposure of what really goes on in our courts and within DHS/CPS. That full length film will be released in the winter of 2009 – 2010 and a short film promoting that film is due for release in the next month. August 2009. Copies of the promotional film will be made available for downloading for free and we encourage you to send a copy to your state senator or representative, newspapers, other reporters and web sites. No profit is being made from the film and all proceeds will go into a non profit foundation set up by the celebrities who are appearing in the film. We are not, after all, money motivated as DHS/CPS is motivated.

It must be nice to be able to speak your mind, i would hope that anyone who is reading this that is not a nut case would realize it is only one side of the story. because of confidentiality issuse dhs cannot give its side of anything that is said on any of these cases so you are only getting one side. it is not dhs that drives around looking for kids to steal from there parents it is concerned people that live in the community that call on these parents because they are worried about these defenseless children. yes there are bad fosterparents they are people too ,but in general they love these kids. and to the last comment you do not have to foster to adopt as a matter of fact they tell them if they are going into it to adopt to do a general adoption that this program is to foster them until there parents get there services done. in most cases these parents take there own sweet time.

If people would go up and read the post by Crystal Shugars I think it is worth doing. Crystal appears in my short documentary film, Innocence Destroyed.
There are some things that were not included in the film. Neither Crystal nor her husband have ever been accused of any form of child abuse, not to their children nor any other children.
DHS placed their youngest son into foster care with a family who had been checked out by DHS. Those foster parents then beat that little child within an inch of his life and the little boy was in the hospital for a very long time.
Meanwhile DHS has tried to terminate the Shugars parental rights and each time the lower court in Klamath Falls has found for DHS. Both times the appeals court overturned the lower court and the Shugars have become a target in my opinion because DHS thinks they should never lose.
In Klamath Falls the five judges there have only found in favor of DHS in every case for the past almost fourteen years and only once for the parents in over twenty years. The third time DHS came after the Shugars and after their son almost died, the management at DHS in that county told their workers that the only reason the Shugers wanted their little boy was because they intended to sue and they wanted the money.
In my investigation for the film I discovered that DHS had already sued and was being paid a lot of money because the foster parents they picked, almost killed that little boy. DHS was doing it for the money.
The then Shugar’s daughter tried to cut her own hair, as many kids do and she got some very short spots. When Crystal tried to even out the cut and the daughter who was willing to testify and was old enough to testify and backed up her mom, DHS refused to allow the daughter to testify and the judge, who in my opinion is owned by DHS, stated that he felt when Crystal tried to even out her daughter’s haircut it was worse than sexual abuse against a child.
I think that child may have just blustered out his own crime at that point, but that is only my opinion. CPS and the family courts are the most corrupt activity I have ever personally seen and remember, I am a former Federal Law Enforcement Agent.

If you beleive the lies told in the post above this one that DHS does not drive around looking for children to take, please watch the opening scene in the upcoming film, “IIn The Best Interest OF The Children” when it is released into theaters and you will know that is a lie.
To that same poster who is so busy defending DHS please watch he short film on you tube, innocence destroyed, look at the second part and look at the picture of little Daniel Kelly and tell me if any DHS worker went and visited with that child once a month as they are supposed to and as the DHS worker and case supervisor both claimed under oath that they did do.
Remember as well, it was where DHS had chosen to place that child, just as they do thousands of times each year and those children placed where DHS chose, die due to neglect or are murder over 1,000 times every year.
Go ahead and pretend you don’t work for DHS, nobody else has so little heart to make the statements you made on this site. How do you sleep at night? Do the deaths, murders, sexual abuse and torture of 6 month olds, one and two year olds really make you somehow twistedly happy and make you excited?
I guess there are people like that out there and I believe those who continue working for CPS/DHS are those very people. How could it be otherwise?
